The segway cop is amusing. He's trying to drag it with him while going after the suspect. Can't risk leaving it behind.... unlocked?

It's the make sure every issued item is accounted for, which will eventually get an officer injured or killed. They're too busy keeping track of their issued gear than going on the offensive or cover.

That mentality of making sure each and every item issued accounted for / training. Is part of the reason the Newhall Incident happened.
