So much of smartpost depends on your mail carrier. Many of them are willing to just tag all deliveries as "no one was home" and put a notice in your mailbox, because USPS policy allows them to do that, under the terms of service. If you can't prove they didn't try, it works out better for them to claim they tried and just leave it at the office. Even if you could prove they didn't try, they don't care - smartpost is a secondary service to them.
