Tannerite is stable, unless mixed with certain other compounds. Impact, spark, flame, resistance ignition/detonation is all relatively easy to do if you understand it and the components you have. In some cases, x-ray and analysis (almost always remotely) can indicate the relative ease with which a device can be rendered safe and then dismantled. If the bomb tech can't tell, err on the side of safety. But if they can tell what they are dealing with, dismantling and then gaining access to other evidence which may be valuable in finding others involved may be more valuable in stopping/finding another person.
