I don't understand the whole dragging of feet once in motion.
Then again i don't grasp the concept of a $150-400 helmet while wearing sneakers, no shoes, flipflops, shorts and a tank top.

Sometimes to change position on a long ride. In a corner during low ish speeds to insure against falling. In a group to indicate a caution for following riders.
Clipping your toes like you described is just dumb
Being a former rider I can understand a few seconds but I've seen riders do it for blocks and blocks.
