As I understand it, it's the FDIC insurance that private banks don't want to jeopardize by dealing with dopers and their money.

Even the feds don't mind taking taxes from the sales.

No. Post 9/11 the various money laundering laws were greatly strengthened. Banks can't knowingly accept accounts for illegal businesses. Criminal liability for the banks.

Every night on patrol I ask a homeless person or "needy family" where they are from and they rarely say Colorado. I try to get them to admit to me why they are here. I'm sure it has a lot to do with our easy "public assistance."

I think I drove past that "Public Assistance Dispensary" just the other day...

ETA: We're getting a lot of new filings up here involving people who just moved here. I always laugh when the public defender says "He is from [CA, NY, IL, FL, ETC] and has strong ties to the community." No he doesn't, he just moved here for the pot and probably won't show up for his next court date.
