"Judging by that and the picture above, it looks like it's an E-6B, which are the 707-derivative TACAMO airborne command posts based out of Tinker AFB in Oklahoma City. And it also looks like that's a fairly well-used track, but this time they used a stretched 707 instead of the military version of a Cessna Citation V (the UC-35B), so everybody noticed.
And at 35,000, no, they don't need to talk to any control tower or approach control as it's well above that airspace. They likely were in contact with Denver center, but since its military, they're not going to tell you much. Really not much to see here."
That "racetrack" flight path looks exactly like what they do when they're doing aerial refueling.
