How's that open border policy working out for you Chancellor Merkel?
Dutch lawmaker Geert Wilders says that Merkel has blood on her hands...

"The revolution will not be televised... Instead it will be filmed from multiple angles via cell phone cameras, promptly uploaded to YouTube, Tweeted about, and then shared on Facebook, pending a Wi-Fi connection."
He's not wrong.
That's the flip side of open borders even here in the US. All the politicians know that some number of people/rate will be harmed by their policies. The rub appears to be if and how the media will report that fact.
We all know it's seldom the politicians, surrounded by taxpayer funded security, who pay the price for those policies.
There's a solution here somewhere. (I'll stop talking now)
Now I'm hearing that the Germans let the suspect go, not enough evidence. We'll see what happens.
Nevertheless, the Merkel administration isn't interested in justice for the victims, just like the government here they are interested in PC and perception and making sure they're "on the right side of history".
Slightly off topic, but does anyone know if there has ever been a case of a "civilized" country posting signage warning that deadly force is authorized against unidentified persons crossing a literal drawn line in the sand? And then shooting say 100 people a month at the line until people stop crossing it?

Violentia Operandi
I'm not aware of a case on country borders. Of course we have had signage to that effect at protected areas in the US, Russia, etc. and in Singapore I saw signs that not only had multi-lingual translations of "Deadly force authorized" (or words to that effect) but also had stick figures with one guy holding an obvious AR and the other guy crossing the line falling down backwards. Sort of like this:

^^ I don't know about a mass shooting, but 80-something people were shot by border guards trying to get out of East Berlin. Course, those people were trying to get out, not get in, over a wall designed to keep undesirable westerners out.

Don't wanna get shot by the police?
"Stop Resisting Arrest!"
Dunno if it's true or not, but I had a senior NCO who had been in Germany before the wall came down and he said one time they were doing an exercise in conjunction with the German army (West) and they thought they caught one of their role players. So they were "interrogating" him, middle of winter. Dude wouldn't give up his unit info, etc., was in civilian clothes, etc. Well, exercise ends and they call up the Germans and say to come get their guy, who by this point is freezing from having water poured on him, covered in food, etc. Germans reply all their folks are accounted for. Turns out he was an East German who somehow got over the wall and stumbled into their exercise; after his treatment by the US Army, he wanted to go back. Probably not true, but makes for a good story.
