US cop pulls over college student for speeding... then shows him to tie his necktie before a big presentation

  • But his friend wasn't home and the student was running late for his presentation
  • Folczyk then asked the student for his tie, and began to knot it on his own neck
  • He even tied the necktie a second time when he thought it looked too long
