does a magnet stick to it?

it does in fact
Some of that stuff is hard to tell. Sometimes it will have a lead core but a bi-metal jacket and the magnet will stick to it.
Right you are, sir... description here says bi-metal: http://www.jgsales.com/5.45x39-tulam...x.-p-4562.html ; and here: https://www.cheaperthandirt.com/prod...14950011128.do
Nothing in descriptions mention a penetrator though.

Only way to know is to section it. 59/60gr could have either an air-gap lead core bullet, or a steel flip-tip design like 7N6 and the like. Bi-metal jacket will attract a magnet regardless of whether there's a flip-tip steel insert.

The bimetal jacket means that you probably ought to treat it as steel core, in terms of where you can shoot it. This is because most ranges will test with a magnet and be done. I used to have a lot of trouble with 7.5x55mm surplus from RUAG which had no steel core but was bimetal jacket.

If you are shooting at steel beware of the fire danger associated with steel core and bi-metal jackets.

Are bimetal jackets hard on barrels?
