Repairing or expanding highways on the NHS requires environmental studies that take 5 plus years, require contracts that have contractors hire DBEs, require x% of the contract goes to job training, requires contractors to pay inflated union wages even in non union areas, ect.

At least 25% of highway spending is wasted through red tape and meaningless regulations.

The federal gas tax should be given to the states where they can keep, lower or raise it to pay their roads.

Anytime money goes to DC, it's value is decreased.
