The EMPLOYER pays into the pool and if an employee ever files a claim and is granted benefits the EMPLOYER'S rate goes up. I have even had employees that had there own businesses on the side that I fired collecting unemployment. If they have to prove anything it's just that they put in an application. Nobody, however, will every hire them because of their lack of interest in getting a job.
