The fee restrictions only apply to FFL fees for private transfers.

I believe you’re confused. The current CBI fee is $6. The ten dollar thing you’re thinking of is the fee the law specified for the private party transfer.

Currently $10 fee plus $6 CBI = $16

Now $10 fee plus $15 CBI = $25
