Same tactic the left of center uses on a daily basis. Until there is a clear explanation how the chain of command works, And like the immigration debacle. Congress is suppose to make the laws. Every other agency follows, or suppose to follow. Instead they Interpret, according to their own feelings. Not by law, as it is written.
