A real concealed carry permit; that only became feasible about a year ago. Of course Federal City is a landmine field of no carry zones. So this is more principle than practicality.

He gets his guns/ammo in VA and practices at the NRA mothership. [I remember as a kid shooting at the NRA range when it was in DC.]
