    Among other factors, Colorado doesn't honor non-resident permits. Even if you have reciprocity with another state, if you're no longer a resident of that other state, CO will not honor the permit. That said, whatever training (if any) he completed to obtain his FL permit MAY be valid here, if it was completed inside of the last ten years and he still has a certificate. CO simply requires a safety course, it isn't overly specific about it.

    The regs are very unspecific. The course over at Guns for Everyone explains that.

    Washington state passed a requirement that anyone buying a semi-auto rifle has to complete safety training and get a certificate. They were so unspecific that you can take an online course that's a few minutes long and print your own cert.

    Sounds good on paper though..
