I see a couple things.
1- poor post blast cleaning, leaving media remnants.
2- dry shoot of the coating. The applicator did not shoot sufficiently wet (fluid needle not opened enough, too much air pressure, gun too far away from surface being sprayed, material thinned excessively or a combo of any) the coating needs to be wet enough on application to "flow out" on the surface.
And yeah, it should be redone at no expense to the owner.
