not sure what they call it for android phones or windows phones but there's a process similar to jailbreaking. you can then fully customize your phone to your liking.

On Android it's called "rooting" the phone. On Windows Mobile it's called "get a phone that hasn't been discontinued and is still supported by the manufacturer".
