Just as a second thought, why not just buy a second 15-22 barrel and have the work done on it and just swap it in when done instead of turning your whole rifle over to the smith? I don't own a 15-22 so I am ASSUMING that the barrel is held in with a nut similar to a standard AR config.

There are some outstanding photos of SBR'd 15-22's with suppressors on the net, but that would cost another stamp. Depending on what this custom work costs, that may be a viable alternative or not.

Keep in mind you will have to clean it also, a sealed can is a no-no for a 22.
They're going to shorten the barrel and put the suppressor on so everything = 16" which doesn't require an SBR stamp. I don't need to buy another barrel at this point. I will go in once I have my stamp and they will have the can already made and coated, and I just go in, inspect everything and they shorten the barrel, install it all right there, we go to their test area and test fire it and make sure I'm happy and then I pay for everything and go home with my rifle the same day.

The can isn't sealed, it comes apart for cleaning. They were very up front with me about that as they mentioned what you said about sealed cans being a no no on a .22
