    I have a bolt action .223. It shoots those same "high powered" rounds that an AR-15 does. Do I have to turn it in? Do I still get to keep the less dangerous .300 WSM?

    .223 is a "high velocity" chambering, but is in no way a "high powered" round. It's actually defined as an "intermediate cartridge". If they really understood what "high powered" cartridges could do, they probably wouldn't be able to sleep at night.
