My practical translation of belonging to a shooting club: "In order to have a gun, you must belong to an organization dedicated to the use of those firearms, which provides a solid networking ability to know who to trust and assess their capabilities both tactically and in a leadership context."

So... he's encouraging the non-ad hoc formation of resistance groups, then?

I have a bolt action .223. It shoots those same "high powered" rounds that an AR-15 does. Do I have to turn it in? Do I still get to keep the less dangerous .300 WSM?

    Or pump...

.223 is a "high velocity" chambering, but is in no way a "high powered" round. It's actually defined as an "intermediate cartridge". If they really understood what "high powered" cartridges could do, they probably wouldn't be able to sleep at night.

No. He wants everybody that has guns and knows how to use them to be in a small, isolated, and closely monitored group that can easily taken out at the appropriate time.
