Has anyone noticed anything like this? Why would someone choose 10mm over .40?

The 40 has been dropping in popularity but most who drop it are going back to the 9mm, not going up to the 10.
Reason to buy a 10?:
The same reason someone would buy a 357 magnum instead of a 38 special.
A lot of factory 10mm ammo is neutered and not really any difference in performance, but a quality high performance 10mm load is night and day different from a 40S&W.
Where a lot of people choose a 45acp is the same reason I chose the 10mm with the addition of higher capacity.
I say lets all remove the warning labels and let nature take its course.
I chose 10mm because my dad had it, and I liked it...
Not the point you’re trying to make, but I chose it because I’m not willing to carry .357 mag (revolver) out in the woods and it is the biggest I will carry. Also, in GSSF I shoot it better than 9mm, so go figure. I’ve never shot .40 all that well, but that’s b/c my 10mm frame > > my .40.

I think the decline in 40SW has more to do with LE is transitioning back to 9mm, 9mm has improved greatly over the last 10 years and 9mm is easier to manage than 40SW, especially for people who aren't "gun" people.
I agree with Colorado Osprey on 10mm. Sig has their P220 10mm, I own one, very happy with it, I take it hiking. I don't know how long the Glock 20 has been in production, but a long time. I see announcements from other manufacturers about their new 10mm offerings.
I like Underwood 10mm, there are a few other choices out there, or you can roll your own like I do.
I'm a 10 mm fan. Regarding 40 IMO it's because there's such a low, and i mean low resale value. You put a 9, 40 & 45 on a gun show table, or store display, The 40 will be collecting dust long after the others have been sold. The 10 mm once someone shoots one and realizes it's not some tear your arm from it's socket recoil monster, warm up to that caliber real fast.

A buddy of mine had a Glock 40 MOS. He kept singing its praises, but being a 9mm shooter myself I was weary of his claims that the recoil wasn't bad. I took him up on the chance to shoot it and he was right. It was much more of a solid push than anything. Definitely manageable in the Glock -- unsure what it would feel like on other frames.
In the end, the fully loaded mag/pistol was not a light carry option. I'd definitely not carry it myself (smaller guy, would lose my pants lol).
But if I was going to be in bear country and had a solid manner of carrying it, or I otherwise found a use/need, I'd carry that in a heartbeat.
When I shot it, it was at the range in Canon City. 9mm on their man-sized steel at CCW range = a loud plink. 10mm lifted the stinking target stand off the ground with a loud smack/gong. There was a notable difference in the energy of the impacts. And it felt better to me than shooting a .40SW.
If OP gets a chance, try out a Glock40 MOS. I think you'll be pleasantly surprised at its manageable recoil profile and tickled pink with the kinetic uprooting of an attackers family tree.

Hmm, was he trying to sell a 10mm by any chance? (sometimes the simplest explanation is the correct one)
All kidding aside, the only reason to choose .40S&W over 10mm is for compatibility (with another firearm or with ammo that's still on the shelf when a (D) is in office)...
10mm can be loaded to the same power, so recoil isn't any different when using those loads... they use the same bullets and dies, but primers, brass and frequently powder are different.
but then load full-house 10mm loads and you've got some real power
