I've been searching for the passed version of 13-1224 and don't see a geographical requirement.

I'd like to know too, but we can only assume the mags were believed to be in compliance or illegal and DougCo doesn't care about the mag ban. If illegal, it is was either intentionally ignored or is "professional courtesy" (which doesn't exist for retirees in the law).24 (2) (a) A PERSON MAY POSSESS A LARGE-CAPACITY MAGAZINE IF
25 HE OR SHE:
26 (I) OWNS THE LARGE-CAPACITY MAGAZINE ON THE EFFECTIVE
27 DATE OF THIS SECTION; AND
-3- 1224
(II) MAINTAINS 1 CONTINUOUS POSSESSION OF THE LARGE-CAPACITY
2 MAGAZINE.
If illegal and anyone else in the state cares to investigate/prosecute they are messaging they wanted the BG to continue his rampage unimpeded and re-opening the conversation about citizens being able to overwhelm with force (capacity). This would be interesting. But the solution to restoring gun rights in CO is likely legal and not democratic (Denver/Boulder) so I'm not sure what good the discussion would do.
