Honestly I think your gonna need a full decal from a soluble printer (normal decal like a magpul) anything else will give you differences even ever so slight on the game surface.

I know someone that makes corn hole boards like these, but he paints them. We had him make two sets for our company picnic last year. I can get you contact info if you're interested.

Per the ACO regs:

8. The playing surface can be painted with a high gloss latex paint or varnish. The surface should allow bags to slide when thrown, but not be so slippery that the bags slide back down the platform.
Not sure how serious the folks are about Cornhole, but I imagine that repeated strikes would result in a sticker peeling enough to disrupt play.
