It is getting easier to draw, and you can get lucky once you have 3 preference points. A friend who is a CPW officer drew her bull moose license at 9 years. It took me 19 years.

On the contrary, with the changes to the draw system there is going to be a HUGE influx of people in just two years that will become legible to draw a tag, meaning the chances of ever drawing a tag will dramatically decrease at that time. This holds true for all of the harder to draw tags including sheep and goats.
