It looks to me more like a restriction on box size to maintain a higher sales price. Its a marketing/pricing gimmick, not a restriction on the round itself.

Something weird is going on. l read this and went online to see if I could get some Winchester Ranger T and was required to submit proof that I was LE. I've bought plenty of this ammo prior without needing to be a LEO. I do see that other another distributor selling the same stuff without the LEO requirement. Is there a push to cut us off from LE ammo? The other thing I noted is this ammo is not widely available and priced higher than a cats ass.

The LE duty ammo in 50 round boxes (for near .50cents/round depending on caliber) is essentially the same ammo as "personal defense" ammo in 20 round boxes (for >$1/round)
As above, it's that they repackage the same ammo and want y'all to pay more for it than LEO.
Sounds like a decent side gig for LEO if it's strictly enforced... I've bought Ranger T-series from an LEO that sells online before.
