Last census, I got a call because I did not complete all questions.
"How much did you make last year?"
My response, "I already reported that to the IRS"
The caller would not let it go, citing that everything was confidential.
My response, "How do you think the genealogy research is done? - Census Records!"
No Confidentiality - but, that's just my two cents!

Any time I fill out anything that asks about my income I just pick the lowest choice available. If there aren?t choices and they want a number I usually just use $10K.
I don't like it either, but the census is specifically to identify the number of residents, not the number of citizens.

While I understand your assertion that since it doesn't specifically say "citizens" ….. but on the flip side, it also specifies other classified groups (Indians, slaves, etc) which could be considered the opportunity to quantify other groups, such as citizens. In fact, if you choose to follow a strict understanding of the constitutionally specified requirements, then all the other questions on the census that fall outside of those specified in the constitution need to be eliminated.
I am not a constitution literalist. But it is also not a "living document". Framer's intent is where it is at. Course, everyone understands intent differently...….
