She was on someone's radar before she landed. So when a BGC was ran in her name why weren't authorities notified and the BGC delayed till they could go talk to her? Even if they didn't know she was in town they knew damn fast she had passed a BGC. Once the authorities have that info they go to store look at books and know what she bought, it's pretty simple.
