I don't like casters on my work benches unless they "raise" to roll or have feet to extend to level and steady.
Kazoo sent me some pictures of exactly what you are describing with both caster and leveler foot.

Tongue jack from harbor freight. Cheap. Take wheel off, bolt to parts of table. Raise lower.

Sometimes people trip and fall down stairs.
Sometimes assholes push people down stairs.
That doesn't mean "stairs are bad" nor does it make someone who pushes someone down the stairs any less of an asshole.

As far as features of a welding table, so far we've discussed weight, and a vise? Anything else? I plan on at least one shelf underneath to store more stuff. Maybe a drawer or two?

My welding bench doesn't have a vise. I just use c-clamps, vise grips, and some magnet things to secure my work. I don't really do big projects anyways. Mostly just build target stands and whatnot. Anything big or heavy duty and I'll just drag it to work and use the stick welder.
I have the necessary three holes to mount my big vice to my table drilled and tapped on one corner. The vice usually doesn't live there, but I ran across a need for it once, so I made it permanently possible.
Shelves? I didn't, but I also needed it to be able to slide over other tools/items and therefore take less space when not used. If I didn't need that, I wouldn't have gone with shelves. I would have gone with something like this underneath to hold welding/fab specific tools.
Rigid BC410 chain vise(we call it pipe vise). Am sure Ray is familiar with this model.
I use it primarily to set up roll out jig to make circumference welds on pipe or shafts.

For those looking for casters that may also be a solid base, I have four of these leftover (i.e. available for sale) from a project where I mis-underestimated some dimensions. Rolls well enough on a garage floor, all four swivel, and you just spin the red dial a few turns to raise it off the wheel. The larger ones are supposedly good for 2200 lbs for the set. It's a Chinesium copy of a proper industrial product, but so far so good and of course budget-friendly. Don't know that I would mount an anvil stand onto them, but a static load should be fine.
