There is a difference between transferring a registered firearm (Form 4) and making and registering a firearm (Form 1). An AOW transfer (Form 4) is only a $5 dollar tax. All making and registering (Form 1) is a $200 tax, even if you making an AOW.

No, he's saying that the manufacturer has to actually "make" the AOW, then transfer it back to him. So the transfer part is up to him, but he can't make it himself without first paying the $200.
