    No, he's saying that the manufacturer has to actually "make" the AOW, then transfer it back to him. So the transfer part is up to him, but he can't make it himself without first paying the $200.

    Yes. I will have to wait for the Form 4 to process. I only got interested in doing this when the rumors started that the Form 4 individual transfer wait times are dropping.
