FBI definition, iirc, is 3 or more dead, not including the shooter.
That said, I think there's a pretty obvious difference between a shooting with multiple victims that is an outgrowth of general criminal douchebaggery (e.g. gang members shooting each other) vs. the traditional perception that a mass shooting generally has a more random source, and is aimed at victims that are chosen for reasons other than those related to a criminal enterprise.
