The Goat?!

Alright ladies and gentlemen, I'm curious about scouting with optics. Can we just look up and request a space station to ellipse at a specific gravitation to orbit and then collect some data and then send data back to us about where we want to scout with those optics? Why would anybody be scouting less than the horizon line? What's the peace on this planet like anyways?
