    I think this only has to do with exporting firearms and parts.. I don't see anything in reference to gunsmithing.

    It removes "Manufacturing" from ITAR's aegis, which was the 'Smithing snag. ITAR arbitrarily redefined "Manufacturing" with a very broad brush which included the vast majority of 'Smithing operations.
    The most important thing to be learned from those who demand "Equality For All" is that all are not equal...

    Trump Administration Finalizes Removal of ITAR ?Gunsmith License?

    The final form of the new rules is expected to be published on 23 January 2020. There will be a 45 day period after that before the rules go into effect.
