This has been done on a smaller scale for medical workers with other diseases. It’s called a medical passport. Basically a database of individuals who have had a disease and recovered or who are vaccinated against a disease so hospitals know which Dr can work with certain patients.

The idea is to roll this out on a national scale so anyone who has recovered from the virus has an ID so they can return to work and normal activities. It would be particularly helpful for the portion of the population who contracted the virus but was asymptomatic or had such mild symptoms they were never tested. This individuals could be tested for atibodies and then return to work.

Per an article I read this morning on this Germany is in favor of doing this.

I believe Germany is actively doing it.

Almost like they have some previous experience with it.
