The last brand new truck I bought back in Texas set me back roughly $45 for plates when I bought it.
Moved to Colorado with that truck and spent almost $400 to register it here.

Ray, if you're looking to upgrade you wife's vehicle, the next 4 months or so are going to be nice to pick up a used rental. Prices are in the process of crashing.

Sounds like some testing facillities are open starting tomorrow . . .
The following 10 Air Care Colorado stations will open at 8 am this Friday:
Arvada, Boulder, Broomfield, County Line, Denver SE, Ft. Collins, Greeley, Northglenn, Sheridan & Stapleton
The stations are expected to be extraordinarily busy. We ask that you plan extra time and please, please be patient. Air Care is committed to getting all motorists through the testing process as safely and quickly as possible, but safety is our top priority. Extensive safety procedures are in place to help ensure social distancing and limit contact points to help reduce the threat of coronavirus transmittal between staff and customers, and this will add time to the testing process.
IMPORTANT!!!
If your registration is DUE IN MAY, or you have a REGISTRATION EXTENSION LETTER, please DO NOT GET your inspection in MAY. Please wait until June.
Do they really think it will be better in June? Dealing with June expirations plus those coming off of extension letters?

Another thought, and it is a little tin-foily so I hope it's not out of line, but here goes.
Perhaps they're banking on some portion of the extensions already being procrastination prone, and if they "convince" them it's better for everybody if they wait (sound familiar?), they will further procrastinate and run out of free grace time. Boom, you're now paying 2 if not 3 months of late fees.
A bit far fetched, but I put nothing past .gov at this point.
And now, back to regularly scheduled programming...
Sent from somewhere...
I decided to take a run at the testing . . . County Line facility (C-470 & Colorado Blvd ish). My wife drives by that place every day and says the line starts forming by 6:30--the facility opens at 8:00 am. After that. the line tends to spill out onto Colorado and goes back a ways and she says it's busy all day from what she has seen.
Figured I'd rather wait during the coolest part of the day and just knock it out first thing. I got there a little after 6:00 am and was the 3rd vehicle in line. Got right in at 8:00 and only took a few minutes to get right back out the door and on my way. Didn't even hook my Xterra up for the "treadmill" test. When I drove out, the line on Colorado was all the way past C-470 and stretched back to the next light south. Yeesh.
Thanks for the intel. That's the location that I usually go to and I've been looking into getting in to have my wife's car tested.
...and now I can't find the renewal card. The longer that stuff gets put off the more opportunity it has to end up in a 'safe place' that's so safe, we can't find it again.
