Yup, that's pretty universal countrywide. Pets = chattel, or roughly equivalent to say, a TV. If you can't act to defend your TV, for the most part, you can't act to defend your pet either (with some scattering of case law here and there that slowly is building on some recognition). Likewise, if someone kills your pet (LEO have the wrong house for a warrant and end up shooting your dog) you're usually only able to be compensated their value as chattel, so... for mutts, probably $15.00. Maybe $1.00 if they're older. If your pet is seized, your not able to be compensated at all even if they are gone for several years, no more than they'd pay you for loss of use of your TV.
In other circumstances, Animal Cruelty laws could apply, but you're still usually only able to be compensated as their value in chattel, not as their value as a thinking, breathing thing - people may try to skirt that by alleging outrageous conduct etc. At any rate, our reliance on doing things "how they've always been done" here leads to all sorts of screwed up application of "justice" both criminal and civil.
