The Caldera account is interesting, because the timeline I have heard is that there were no additional citizen casualties after the first BPD engagement (nominally where Talley was killed and the perp was wounded). Perhaps the perp was effectively pinned down by this point and subsequent shots were due to a "frustration factor"? Maybe keeping a tight perimeter was the best course of action at that time? I don't know.
