It is possible that the 2 officers who responded after Officer Talley disabled the suspect and checked each of the victims for signs of life. However, it could be completely different and that 30 minutes could have been critical time for responding EMS to work on victims. We may never know, but I do hope that this is explained further in the coming days/weeks.

Rest in peace Officer Talley.
Investigators after the fact would know the order of death of all of the victims due to the sheer number of security cameras that exist inside of that building, they likely have a pretty detailed video timeline of the entire event. There were a number of eyewitness reports that basically state that when the shooter shot the initial victims outside of the building that he walked up to each one of them and placed additional point blank shots in to the victims on the ground. If video evidence revealed the same actions inside the building it?s probably pretty conclusive evidence that none of those victims were still alive or had a chance at being saved.

As for officers arriving on the scene, there would have been no way for them to know if anyone was still alive and could have been saved via medical attention other than entering the building which they initially did.
