Around ~5 years ago, I had a guy who was buying an FN FNX the store. He was suppose to call me and go to the range. Apparently he was hauled to county immediately to pay for the parking. He picked up the firearm on the same day, but little late for me to go to the range together.

Place like Boulder, people do get a parking ticket even if you are 30 second late. I've seen parking enforcement officer issuing ticket (in the 90s) 2 minutes before meter expired too.

All of the comments are correct, but it really depends on who the FFL is.
Few stores said that it is upto the buyer and the store to arrange a transfer (re-do background, or sell it to different places). Basically, those few stores said it is between Buyer and FFL issue. Seller gets paid.
Majority of stores was saying that I need to get the firearm back after doing background check on my own firearm.
