When I still lived just outside of Trinidad, I felt should be no fireworks should be used where we lived due to strong possible wildfire threat. So, bought a black powder cannon (with a 1-inch bore) and still had PLENTY loud sounds when I felt like making some and was legal. Just had to be very vigilant for where sparks could fly AND where the molten fuse will land. Great fun and I am pretty certain there are still some black powder cannon matches held down in Raton at the Whittington Center.
And yes, water supply and availability can be a problem down outside of Trinidad. Their city water supply comes from North Lake and should certainly be free of any industrial waste.
