    Nope. If it is destroyed in accordance with the ATF rules, then it is NOT a gun anymore, serial number or not. An AR lower would have to be cut apart before it could be bought without the BGC.

    Additionally, the absence of a SN doesn’t somehow make it “not a gun”. If it did, imagine all the criminals who would just grind them off.
