Why is this a thing?

There's a bunch of reasons, but one is... Have you ever seen someone's trampoline sailing through the air, or sitting in some neighbor's yard after a really windy day? Imagine that but far more destructive.

It's really a mixed bag of shades of gray, I'm not sure where to come down on the whole issue. One thing for sure, it's difficult to take a cut-and-dried position like "Ma feedom!"

There is already a mechanism to prevent the issues you are describing...

Permits and Inspections. Most car ports are bigger than allowed without them.

This is very likely just another instance of some whiny b!tch-a$$ bureaucrats that don't like the look of carports in their neighborhood that likely doesn't have an HOA. So they go for city wide regulation...

I once found many trampoline parts through my pasture. What was left after it went through my property crossed the state highway and self destructed on the fence on the other side.

I have visited post Katrina hurricane area and carports held up better then roofs. I put one in afterwards.

Apparently it's not most of the city that's like that, it's basically a bunch of whiney bitches in Old North End causing all the issue. Of course, that's the rich liberal section, so they get what they want.

This is someone who loves HOA's it's not for safety or logical reasons. The city is all for it because it gives them money and power.
