It's a chicken/egg question... do I blame the people who continually vote for politicians who promise to "give" them something? Or do I blame the politicians for doing the giving, only as means of attaining political power? I don't think it's easy to single out one or the other. We have led ourselves into this situation, even after our founders went to great lengths to avoid the tyranny under which they fought to free themselves from.
I think, for the most part, America has been a highly successful experiment in freedom. However, if I were to nit pick one fault of our constitution (and it is a pretty big fault at that), it is that it does not provide the states a way out (short of secession) from sweeping federal regulations/mandates that they may not agree with. I think it is because the founders planned for a thorough checks and balances system that would never allow for a tyrannical government to exist, thus eliminating the need for such state sovereignty measures. However, with the passage of the 17th amendment, those checks and balances were eliminated (on a state level).
However, to answer your question, I ultimately place the fault on egotistical and arrogant politicians who have felt the need to "do something for the people" in attempts to gain political power. This is the basis of elitism, and the root of the tyranny we face today.
Politicians are so afraid of being a "do nothing" politician, but those are the best kind.
A good politician is like a condom. It sits idly in your pocket until you have need of it, protects you from ills when they are present, then when you are done, you toss it in the trash and go get a fresh new one. Don't get attached, don't use them twice, and don't fall too hard for the snazzy advertising.

The Food Stamp Program, administered by the U.S. Department of Agriculture, is proud to be distributing the greatest amount of free meals and food stamps ever. Meanwhile, the National Park Service, administered by the U.S. Department of the Interior, asks us to ‘Please Do Not Feed the Animals'. Their stated reason for the policy is because the animals will grow dependent on handouts and will not learn to take care of themselves.
The Government is a system, Neo. That system is our enemy. But when you're inside, you look around, what do you see? Businessmen, teachers, lawyers, carpenters. The very minds of the people we are trying to save. But until we do, these people are still a part of that system, and that makes them our enemy. You have to understand, most of these people are not ready to be unplugged. And many of them are so inured, so hopelessly dependent on the system, that they will fight to protect it.
