Who pays for the BGC? I mean, there's likely all manner of felons in these groups...

Not very clear/comprehensive article. I found the follow passage attached to a photo interesting:

I dont know who Silkwood is. Maybe they are letting people dismember their own firearms to avoid BGCs?

I didn't realize that disassembling a firearm made the BGC unnecessary. I'll have to try that when selling local.
