I work in the government support arena, and I am not sure how the DoD can change the terms of Olin's Lake City O&M contract mid-cycle. Olin's costs were based on being able to sell the excess production on the civilian market, just like Vista did previously. Changing that would require an entirely new proposal.

Yeah, the article left me with more questions than answers. But it didn't say when those contracts were up and was missing other specifics. I don't know if that's something a president can mandate with EO or not. So, I'm skeptical that it's true, but it also wouldn't surprise me.
