The problem with traffic tickets is that the profit goes directly into the department's coffers. I get that it can change behavior, but with how it is currently ran, policing for profit has become a regular thing (I'm looking at you Campo). When half of your town's budget is fed by 1 asshole, it's hard to ignore.
