1. The serialized lower/s need to be transported in a locked case/box?
2. What about legally purchased items that were obtained from a private party before ffl transfer law with no paperwork requirement?
3. What about legally inherited/family transfers where no paperwork was required, and no idea of original purchase?
4. What about all of the non-serialized lowers that were created without restriction?
5. Does this create a "de-facto" registration scheme?
