    A friend of mine is a long time truck driver. He says that most of the new hires are Russian, Indian (dot, not feather), and Central American, all with foreign credentials(hinky is the word he used) that are being accepted to apply for CDLs by the state. Provisional CDLs are being issued with no verifiable training.

    Also lots of immigrants from various African countries, based on my skewed view of the drivers I see in the ER after they crash.

    Yeah, mostly west Africa...
