    Our system was designed to make it hard for shit to pass. Good. For once they're not spending (that much) money, even if for just a while.

    Unfortunately, it's all for show. Once they have all their pet projects funded, ensuring their millions upon retirement (for those that even bother) they'll pass full funding.
