Lights on the runway were inoperative. I guess there was no enhanced ground proximity warning system.

Nope. Runway lights were on. Some lights on the taxiway were out.

Still no excuse for an aircraft to get on the runway without clearance.

Initial report I read, said taxiway control lights were inoperative. It said Japan Coast Guard aircraft entered runway due to this. I never have been to Haneda Airport. Every airport is different. I'm sure the mishap report will explain better than the media.
