    Nope. Runway lights were on. Some lights on the taxiway were out.

    Still no excuse for an aircraft to get on the runway without clearance.

    Initial report I read, said taxiway control lights were inoperative. It said Japan Coast Guard aircraft entered runway due to this. I never have been to Haneda Airport. Every airport is different. I'm sure the mishap report will explain better than the media.
