    This proves the level of intent and deceit.
    I spent enough time in the state systems to understand a little bit about personnel rules and disciplinary actions. There are a few things that are immediately eligible for dismissal without grievance:
    Acts of moral turpitude
    Willful misconduct
    Failure to perform competently
